CR certification

Introduction to Certification

The Vietnam CR mark certification is a safety certification controlled by the Vietnam Directorate for Standards, Metrology and Quality (STAMEQ). STAMEQ designated Vietnam Quality Certification Center QUACERT as the issuing authority to issue the CR mark certificate, and designated Vietnam Quality Testing Center QUATEST to carry out the testing of electronic and electrical products. STMEQ promulgated and implemented the product certification system - Product Certification in 1996. According to the regulations, all electronic and electrical products under the control of CR mark certification must pass product testing and factory inspection to obtain the CR mark certificate and affix the CR mark before entering the Vietnam market.

Product scope

Decision 21/2009/QD-BKHCN stipulates that 13 types of products are mandatory from June 1, 2010:

1. Instant water heater

2. Water heating and containing machine

3. Hair dryer and other hairdressing tools

4. Electric Kettle

5. Rice cooker

6. Electric fans

7. Flat iron

8. Microwave oven

9. Electric oven, (portable) toaster and other similar cookie

10. PVC insulated cable

11. Portable immersion heaters

12. Tea or coffee making appliances

13. Hand dryers

QCVN 9: 2012/BKHCN regulations have added new EMC requirements for seven categories of products, which are mandatory from July 1, 2013:

Fast heating water heater, hand-held electric drill, self ballasting lamp, vacuum cleaner, washing machine, refrigerator, air conditioner

Application process

1. The customer submits the application documents and samples to Zhixin Testing.

2. Test and review documents shall be sent to the laboratory for testing.

3. At the same time of the test, the designated inspection agency shall start the factory inspection and issue the factory inspection report.

4. The issuing agency evaluates the test report and factory inspection report, and issues the CR certificate.

Energy Label Energy Efficiency Certification

Vietnam Energy Efficiency Mark Certification is a compulsory certification issued and implemented by the Ministry of Industry, Commerce and Trade (MOIT) of Vietnam. The Vietnamese government issued 79/2006/QD TTg in 2006 and decided to implement Vietnam's National Energy Efficiency Plan (VNEEP). According to the plan, the Vietnamese government issued 51/2011/QD TTg in 2011, which stipulates that from July 1, 2013, all products under the control of Vietnam's energy efficiency certification must pass product tests to obtain energy efficiency certificates, and affix energy saving signs (as shown in the following figure) before they can be circulated in the Vietnamese market.

Compulsory products for energy efficiency certification include: air conditioners, refrigerators, washing machines, rice cookers, fans, televisions, fluorescent lamps, fluorescent lamp ballasts, heat accumulators, solar water heaters and other 20 categories of products.

Application process

1. The customer prepares samples and materials and applies to submit them to Zhixin Testing

2. Zhixin Testing submits samples to the laboratory for testing

3. The issuing authority shall review the test report and issue the energy efficiency certificate after passing the review
