What is REACH?
REACH is the abbreviation of European Union Regulation "Registration, Evaluation, Authorization and Restriction of Chemicals". It is a chemical regulatory system established by the European Union and implemented since June 1, 2007.
REACH is a set of unified chemical management regulations, involving about 30000 kinds of chemical substances. Its main contents are as follows:
1. All "existing" or "new" chemical substances whose annual production or import volume reaches or exceeds 1 ton shall be registered
2. Strengthen the flow of information in the supply chain through safety data sheet (SDS)
3. Evaluation of some registered substances
4. The use and placing on the market of substances of high concern (SVHC) must be licensed
5. Restrictions on unacceptable substances
6. Establish the Chemical Administration (ECHA) to manage the whole system
REACH regulatory obligations:
REACH covers almost all products exported to the EU (except for food, drugs and pesticides). In response to the requirements of REACH regulations, all links in the supply chain must assume corresponding obligations:
1. Chemical supplier: transfer chemical information and provide SDS
2. Raw material supplier: collect chemical information, transfer chemical information and check whether SVHC exists
3. Non EU article manufacturers: collect chemical information, transfer chemical information, pre register as required, and notify existing SVHC
4. Brands: pre registration, collection/notification of existing SVHC, collection of SDS for preparation, notification of calculation, and proof of dedication as required
5. Retailer: pre registration, collection/notification of existing SVHC, collection of SDS for preparation, notification of calculation, and proof of dedication
What is SVHC?
According to Chapter 57 of the European REACH Regulation, the European Chemical Administration (ECHA) will determine the substances that may be included in the "candidate list" of the authorization list. The substances in this "candidate list" are also known as "substances of high concern". SVHC is the acronym of Substance of Very High Concern. Substances with the following characteristics may be listed as SVHC:
1. Carcinogenicity, mutagenicity and reproductive toxicity
2. Persistence, bioaccumulation and toxicity
3. High persistence and bioaccumulation
4. Substances with equivalent effects (such as endocrine disruptors)
So far, there are 201 substances listed as SVHC:
On June 18, 2010, ECHA issued the list of the third batch of SVHC (8 items), a total of 38 items;
On December 15, 2010, ECHA issued the fourth batch of SVHC list (8 items), totaling 46 items;
On June 20, 2011, ECHA issued the fifth batch of SVHC list (7 items), totaling 53 items;
On December 19, 2011, ECHA issued the sixth batch of SVHC list (20 items), totaling 73 items;
On June 18, 2012, EHCA issued the seventh batch of SVHC list (13 items); At the same time, the aluminum silicate refractory ceramic fiber (Al RCF) and zirconia aluminum silicate refractory ceramic fiber (ZrAl RCF) in the second batch were integrated into the sixth batch of SVHC list, that is, the second batch of SVHC list was reduced to 13 items, totaling 84 items;
On December 19, 2012, ECHA issued the eighth batch of SVHC list (54 items), totaling 138 items;
On June 30, 2013, ECHA issued the ninth batch of SVHC list (6 items), with a total of 144 items;
On December 16, 2013, ECHA issued the tenth batch of SVHC list (7 items), totaling 151 items;
On June 16, 2014, ECHA issued the 11th batch of SVHC list (4 items), totaling 155 items;
On December 17, 2014, ECHA issued the 12th batch of SVHC list (6 items), totaling 161 items;
On June 15, 2015, ECHA issued the 13th batch of SVHC list (2 items), totaling 163 items.
On December 17, 2015, ECHA issued the 14th batch of SVHC list (5 items), totaling 168 items.
On June 20, 2016, ECHA issued the 15th batch of SVHC list (1 item), totaling 169 items.
On January 12, 2017, ECHA issued the 16th batch of SVHC list (4 items), totaling 173 items.
On July 10, 2017, ECHA released the seventeenth batch of SVHC list (1 item), with a total of 174 items. At the same time, for the five substances in the list, bisphenol A, BBP, DEHP, DBP and DIBP, the interference attribute to human endocrine was added.
On January 15, 2018, ECHA issued the 18th batch of SVHC list (7 items), totaling 181 items. At the same time, bisphenol A in the list has been updated.
On June 27, 2018, ECHA released the 19th batch of SVHC list (10 items), totaling 191 items.
On January 15, 2019, ECHA issued the 20th batch of SVHC list (6 items), totaling 197 items.
On July 16, 2019, ECHA issued the second batch of SVHC list (4 items), totaling 201 items.
