America (FCC) Certification (Figure 1) Introduction to FCC Certification:
FCC is the abbreviation of Federal Communications Commission (www.fcc. gov). FCC certification is a mandatory certification for electronic products to enter the U.S. market. It involves more than 50 states, Colombia and the regions of the United States.
FCC certification is a mandatory EMC certification in the United States, mainly for electronic and electrical products with FCC certification of 9KHz-3000GHz, covering radio, communication and other aspects, especially radio interference of wireless communication equipment and systems, including radio interference limits and measurement methods, as well as certification system and organization management system. Products subject to FCC control, such as personal computers, CD players, copiers, radios, fax machines, video game machines, electronic toys, televisions and microwave ovens. These products are divided into two categories: class A and class B according to their uses. Class A refers to products used for commercial or industrial purposes, and class B refers to products used for household purposes. The FCC has more strict requirements on class B products with lower limits than class A. For most electronic and electrical products, the main standards are FCC Part 15 and FCC Part 18.
Form of FCC certification:
FCC has three certification modes for different products: Verification Declaration of Conformity (DoC) and Certification. Different certification modes require the testing laboratory to obtain FCC approval, and have different application, testing and declaration requirements.
1. Verification: self verification. The manufacturer or importer ensures that its products have undergone necessary tests to confirm that the products comply with relevant technical standards and retain the test report. The testing laboratory FCC LISTEE and all approved sites are published on the official website. FCC has the right to require the manufacturer to submit the test data of equipment samples or products. Equipment suitable for self verification includes commercial computers, TV and FM receivers, and industrial, scientific and medical equipment used by non mass consumers of FCC Rule Part 18.
2. Declaration of Conformity (DoC): that is, the declaration of conformity. The equipment responsible party (usually the manufacturer or importer) tests the products at the qualified testing agency designated by FCC to ensure that the equipment meets the relevant technical standards and retains the test report. The licensing agency must have the authorization of NVLAP/A2LA. FCC has the right to require the responsible party to submit the test data of equipment samples or products. The equipment applicable to the declaration of conformity includes household computers and peripherals, civil broadcasting receivers, super regenerative receivers, other receivers of FCC Rule Part 15, television interface equipment, cable system terminal equipment and industrial, scientific and medical equipment used by the mass consumers of Part 18.
3. Certification: namely ID certification. Certification is the process that FCC signs equipment approval based on application and test data. FCC reviews the samples (or photos) and test data submitted by the applicant, and authorizes the equipment with an FCC ID number if they meet the requirements of FCC rules. The equipment applicable to certification includes low power transmitters such as cordless phones, remote controls for automatic doors, radio remote control toys and safety alarm systems, equipment that intentionally transmits radio frequency energy in Part 15, industrial, scientific research and medical equipment used by mass consumers in Part 18, automatic frequency conversion receivers and super regenerative receivers, TV interface equipment, and home computers and their peripherals. The responsible party shall mark the equipment with FCC ID.
Main standards of FCC
Among them, FCC PART 15 and PART 18 are the most widely used:
Applicable scope of FCC standard
FCC PART15 C/E/F Intention Radiation Device Test
FCC PART 18 Industrial, Scientific and Medical Equipment
FCC PART 22 Public Mobile Communication Service
FCC PART 24 Personal Communication Service
FCC PART 25 Satellite Communication Service
FCC PART 27 Other FCC Wireless Communication Services
FCC PART 68 Telecommunication Terminal Equipment
FCC Part 15 provides for intentional, unintentional or instantaneous transmitting equipment that does not require a personal license in use. It includes technical specifications, administrative requirements and other market access conditions. The products are mainly divided into four categories: unintentional transmitting equipment, intentional transmitting equipment, personal communication equipment without license, and basic information equipment in countries without license.
FCC Part 18 stipulates the electromagnetic energy emitted by industrial, scientific and medical equipment (ISM) working on a certain frequency spectrum to avoid harmful interference of the above equipment to authorized wireless communication services.
Specific steps for customers to entrust to apply for FCC certification:
1. The customer submits an application form (our company provides a blank application form);
2. The client signs a contract for entrusted testing with our company;
3. Send samples for testing, and prepare electrical schematic diagram, external/internal photos, oscillator circuit block diagram, nameplate identification of user manual, operating principle description, etc. (depending on the product);
4. After passing the inspection, if it is FCC VOC certification, our company will directly issue the certificate and report. If it is FCC DOC or ID certification, our company will submit the application materials to the certification authority authorized by FCC;
5. After obtaining FCC certification, enterprises can use the FCC logo on their products;
Note: The list and requirements of data to be submitted for FCC ID certification are as follows:
1) FCC application form: the name, address, contact information, product name and model, use standard and other information of the application company are required to be accurate;
2) FCC authorization letter: it shall be signed and sealed by the contact person of the applicant company and scanned into electronic file;
3) FCC confidential letter: the confidential letter is an agreement signed between the applicant company and TCB on the confidentiality of product data, which shall be signed and sealed by the contact person of the applicant company and scanned into an electronic file;
4) Block diagram: it is required to draw all crystal oscillators and crystal frequency, and keep consistent with the circuit diagram;
5) Circuit diagram: it must be consistent with crystal frequency, crystal number and crystal position in the block diagram;
6) Circuit description: it is required to be in English, and the principle of product function realization shall be clearly described;
7) Instruction manual: FCC warning is required;
8) Label and label position: the label shall have FCC ID number and statement, and the label position shall be significant;
9) Internal and external photos of the product: the pictures are required to be clear, and if necessary, add remarks;
10) Test report: the test is required to be completed and the product is comprehensively evaluated according to the standard terms;
