Introduction to Certification

The Bureau of Standards and Inspection of the Ministry of Economic Affairs of Taiwan has established a quality management system, which is responsible for legal inspection and testing of products (including electrical products) intended to be sold, imported or used for any commercial purpose in Taiwan. BSMI is the abbreviation of Bureau of Standards, Metrology and Inspection of the Ministry of Economy of Taiwan. According to the announcement of Taiwan's Ministry of Economy, from July 1, 2005, products entering Taiwan should be subject to electromagnetic compatibility and safety regulation. After 2009, energy efficiency requirements were put forward for air conditioners and refrigerators, which were included in the control scope of BSMI.

The holder of the BSMI certificate must be a local company in Taiwan, and the test report must be issued by the BSMI accredited laboratory in Taiwan. Generally, the CCC code is used to determine whether it falls within the scope of BSMI control. Generally, the CCC code is provided by the manufacturer. CCC code, the Standard Classification of Commodity of The Republic of China Code, is similar to the international H S code。

According to different products and certification requirements, BSMI can be divided into the following three certification modes:

1. Type Approval

It is applicable to motor and electronic products, and is in charge of EMC+Safety. Implemented on November 1, 2002 to replace EMC MS. It is applicable to manufacturers producing a variety of products. The method of batch inspection is adopted. Each time the customs purchases goods, it needs to charge additional inspection fees. The certificate is valid for 3 years and can be renewed once.

2. RPC, Registration of product Certification

It is applicable to motor and electronic products, and is in charge of EMC+Safety. Implemented on January 1, 1999. It is applicable to manufacturers that produce single products and need to sell them for a long time. No additional charge is required for each subsequent purchase by the customs. Annual fee is required every year. The certificate is valid for 3 years and can be renewed once.

3. DOC, Declaration of Conformity

Customers declare themselves and apply to BSMI for payment. It is only applicable to information technology equipment parts and components, and the train management system is EMC+Safety. Implemented on January 16, 2000. The certificate is permanently valid, but may need to be retested due to the need to change the standard for a long time.

Product scope

The product range is divided according to the certification mode. Three different certification modes control different product ranges. The products controlled by TA and PRC are basically the same, and the products controlled by DOC do not overlap with TA/PRC. Details are as follows:

1. Type Approval

The controlled products are consistent with the PRC.

2. RPC, Registration of product Certification

148 kinds of electric blankets, fans, air conditioners, refrigerators, washing machines, water dispensers, dishwashers, motors, juicers, water heaters, electric irons, induction cookers, switches, plugs and sockets, wires and cables, textiles, lamps, etc.

3. DOC, Declaration of Conformity

Control 30 types, such as typewriters, cash registers, electronic calculators, disk drives, cameras/cameras, U disks/mobile hard disks, optical disk drives, etc.

Application process

1. The customer prepares samples and data

2. The engineer checks the samples, the data and samples are OK, and the application is submitted to Zhixin for testing

3. Zhixin Testing submits the samples and data to the Taiwan Cooperative Laboratory for testing

4. The laboratory shall issue a report and submit it to BSMI, and BSMI shall issue a certificate

Certification mark

The logo can be printed by the manufacturer, scaled, printed on the product itself or on the outer package or on the tag. Taking R3A001 as an example, R represents the authentication mode is RPC, 3 represents the jurisdiction code of the Inspection Bureau, and A001 is the serial number code, which is issued by the Inspection Bureau. The identification code can be marked below or to the right of the inspection mark, as shown in the following example:

Certificate validity:

1. Type Approval: The certificate is valid for 3 years and can be renewed once.

2. RPC (Registration of product Certification): The certificate is valid for 3 years and can be renewed once.

3. DOC (Declaration of Conformity): The certificate is permanently valid, but it may need to be retested due to the need to replace the standard for a long time.

Factory inspection requirements: generally, factory inspection is not required. For verification login only (2+4/5/6/7 mode), qualified ISO certificate exemption factory can be provided.

Requirements of the certificate holder: the certificate of a local company registered in Taiwan or a local agent is required

Introduction to Certification

In response to the trend of global digital convergence development and supervision innovation, as well as the situation of integration and dispersion of existing communications and communication, the government proposed to establish a telecommunications information communication integration supervision agency at the 8th Electronics, Information and Telecommunications Strategy Conference (SRB Conference) of the Executive Yuan in 1987. The two bills establishing the NCC, the Basic Law on Communication and the Organic Law of the National Communication Commission, were promulgated and implemented on January 7, 1993 and November 9, 1994 respectively, and the National Communication Commission was formally established on February 22, 1995.

NCC stipulates that all telecommunication terminal equipment, low power RF motors and telecommunication regulated RF equipment can be sold in the market only after they have received formal approval.

Controlled products

NCC mainly controls the following two types of products:

Telecommunication Terminal Equipment Verification Project (Telecom):

1. Public switched telephone network (PSTN): telephone set/automatic alarm equipment/telephone answering machine/fax machine/remote control device/wired telephone wireless main and auxiliary machine/subscriber owned switch/key telephone system/computer telephone integration equipment/data equipment/call display terminal equipment/2.4GHz radio frequency telephone terminal equipment/VoIP network telephone.

2. Land mobile communication network (PLMN): radio calling system terminal equipment/mobile data terminal equipment/relay type wireless telephone/GSM mobile telephone and terminal equipment/1880~1895MHz wireless private exchange and terminal equipment/DCS1800 mobile telephone and terminal equipment/third-generation mobile communication terminal equipment.

Low power RF motor products:

1. Low power RF motor with operating frequency below 1GHz.

2. Low power RF motor with operating frequency above 1GHz, except for equipment using frequency hopping or digital modulation.

3. Unlicensed National Information Infrastructure or frequency hopping or digital modulation.

Application process

1. The customer prepares samples and materials and applies to submit them to Zhixin Testing

2. Zhixin Testing submits samples and data to Taiwan qualified laboratory for testing

3. The Taiwan qualified laboratory conducts the test, issues the test report after the test, and submits the report to NCC

4. NCC audit report and other application documents, and issue NCC certificate when there is no problem

Certification mark

1. NCC logo: NCC LOGO must be greater than 15mm.

2. Label: It must be attached to the product itself. If the product is too small, it can be printed on the smallest package.
